Re: What to consider when taking the FCC test

1. Basic precautions

1) Please follow the instructions of the VE (Volunteer Examiner) in the exam room. If you do not
follow the VE's instructions, you will not be allowed to take the test.
2) Watches and cell phones must be set not to ring during the test.
3) Permission to enter and exit the test room must be obtained from the VE. Leaving in the middle of
the test will be considered as the end of the test.
4) If any misconduct is found, the test will be stopped immediately and the person in question will
be dismissed from the test room.
5) If you have any questions, please raise your hand to indicate to the VE without leaving your seat.
6) Only one type of question paper will be distributed at a time. You will be required to take the
exam in the order of Element 3 and Element 4, starting with Element 2. However, those who are exempt
from the subject matter will be required to take the test from the next element for which the VE has
confirmed exemption.
7) The question paper will be recycled, so do not fill out this form in any way. All forms, including
scratch paper, will be collected at each session.
8) VEs will be responsible for distributing and collecting the forms, so please stay away from the
area where the VEs are grading.
9) If the original license or CSCE is not presented prior to the start of the exam, you may be asked
to take the exam from the next element for which the VE has been able to verify a subject exemption.

2. What you can bring on your desk during the exam

No books, papers, etc., other than those provided by VE, lent, or permitted to be brought in below,
may be placed on the desk.

(*1) Calculators confirmed by VE at the test site on the day of the test to have no memory function or
to have their memory contents erased may be used.
(*2) If you do not remember your U.S. address and FRN, VE will provide you with a special memo sheet
to write your address and FRN only on your desk.

3. Answer sheet

1) Fill out the answer sheet, including your name and address.
2) If you do not currently have a U.S. call sign, please write NONE in the call sign field.
3) If you do not have a phone in the U.S., you do not need to provide a phone number.
4) The test design number is printed on the front cover of the question paper, so be sure to write it.
5) To facilitate the grading process for the VE, answers should be filled in circles with letters of
the alphabet.

6) Do not write anything on the questionnaire.
7) All dates must be two-digit numbers and must be written in the order of month, day and year.
8) Please write "Sendai, Japan" if you are taking the examination in Sendai City, and "Aomori, Japan"
if you are taking the examination in Aomori Prefecture.
9) When you finish filling out your answer sheets, raise your hand to signal your VEs and give them
all the forms.
10) Please wait quietly until you are notified of your score. Do not leave your seat without your VE's
permission.
11) If you wish to retake the test after marking is complete, please apply to the VEs.

4. Notification of test element pass/fail

1) Our team will verbally notify you of your pass or fail. In particular, only in the case of a
failing test, we also specifically notify you of the number of correct answers to the exam.
2) If you wish to retake a failed subject, the VEs will assess the situation and decide whether to
administer or cancel the exam. In such cases, there is a fee for re-testing.

5. About CSCE and licensing

1) Please sign the Certificate of Successful Completion of Examination (CSCE) issued to you
immediately.
2) Our team has about 4-5 days to prepare and check the paperwork regarding your exam results and
send the necessary documents to ARRL/VEC in the U.S. by registered airmail with insurance and
delivery records.
3) Approximately 10 days from the date of the test, your new license information will be registered
in the FCC's database. You can check that data on the FCC's website.
4) If your license information has not been registered in the above database more than a month after
your test date, you should contact the ARRL/VEC directly.
5) If your license was upgraded the last time you took the test and you were unable to submit a copy
of that license on the day of the test, this application will not be sent to the FCC and a new
license will not be issued until a copy of your license, called a pending license, is received by
the ARRL/VEC. If you have a pending license, please send one copy to the ARRL/VEC as soon as you
receive it.
6) If you are receiving a license for the first time, you will not be able to operate until the FCC
grants you a license.
Also, if you have a license to operate in the U.S. based on your home country's license under
cross-certification with the U.S., this license will expire when the FCC grants you a license, and
you cannot apply for an operating license as long as your FCC license is valid.
7) If you have a current valid U.S. license and your upgrade is certified by the CSCE, you can operate
in the scope of operation of your new qualification from that point on. Note, however, that passing
the test may not qualify you for an upgrade.
8) As soon as you receive your license from the FCC, you must sign it. Of course, FCC licenses cannot
be used to operate amateur radio stations in Japan as is.
9) The only proof of a currently valid license class is the original FCC-issued license, and the
combination of passing CSCE courses does not prove the class of the license. Therefore, if the
original license is not presented (e.g., a pending license), we will not enter the class of license
in the Operator Class section of the NCVEC QUICK-FORM605. Also, if you pass the exam for the upgrade
at this time, there will be no entry on the CSCE for the upgrade, only a passing of the subject
matter will be certified.
10) The area of the callsign to be issued will be determined by the candidate's mailing address and
will be assigned by the FCC in order from the qualification call sign group.
11) If you upgrade, you will be assigned a new callsign from the advanced callsign group if you wish.

6. Important information

1) This examination is conducted by a team of individual examiners certified by the ARRL/VEC as
volunteers. Each and every examiner is a volunteer, certified and acting in accordance with CFR.47
Part 97 of the U.S. Code of Federal Regulations. The examiner is not affiliated with any organization
with which the individual examiner is affiliated in Japan. The examiner has no relationship with the
owner or provider of the test center.
2) In preparing these "Notes", we have referred to and quoted materials distributed by the ARRL/VEC
Tokyo VE Team, which is our senior organization.
3) These "Notes" are in addition to the rules set by the FCC rules and ARRL/VEC, and include matters
necessary for our team to conduct the FCC test smoothly. Therefore, please be aware that the rules
may not necessarily match the rules of the FCC examinations conducted by other VE teams before you
apply for the exam.
